WARRINGTON & DISTRICT FOOTBALL LEAGUE STANDING ORDERS FOR SEASON
2006/2007
To be read in conjunction with the LEAGUE RULE BOOK as printed August
2000 and amendments made at subsequent A,G.M.’s
1. At all meetings of the council each club shall be entitled to one
vote only (Rule 6D). The vote shall be cast by the secretary of that
Club or by his duty accredited Representative.
2. Each Club at all general meetings shall have the opportunity to speak
not more than once on any particular matter. Further discussion may
be allowed on the absolute discretion of the Chairman for the time being.
3. Any delegate wishing to address the meeting shall stand and begin
to speak only when requested to do so by the Chairman of that meeting.
4. The Council shall have the power to elect at the Annual General Meeting
or Special General Meeting convened for that purpose Vice Life Presidents
and Life
Members of the league. Life Vice-presidents must have served as an Officer
of the League for not less than 10 years, and Life Members must have
completed 21 years service with the League.
5. Management Committee members shall be eligible for a Long Service
Award upon completing 10, 15 and 21 years service upon the Committee.
6. Each Member Club, except Youth and Minor Clubs, shall be liable for
the cost of two tickets for the Annual Presentation Evening. Any in
addition to the allocation must be paid for before the tickets are issued.
7. Each Member Club shall be liable for the cost of not less than three
copies per team of the Annual Club’s Directory and Fixture Lists.
The cost of the Club Directory and the League Rules Book shall be shall
be fixed by the Management Committee from time to time
8. The Annual Subscription for season 2006/2007 shall be as follows:-
Premier Division£ 85
First Teams £72
Reserve Teams £65
16’s, 17’s & 18’s £45
9. The financial year end of the League shall be 31st December each
year.
10. League Meetings shall be arranged at the discretion of the Management
Committee
11. Youth 16-17-18 Sections. These are restricted age sections and players
must be under the age of 16- 17 & 18 on the 31st August 2006 for
League and Cup Games.
12. The home club shall pay the referees as follows All Games - £22.00
including expenses
Asst. Refs. - £11.00 including expenses. In all Semi-Finals the
team drawn at home shall pay ALL the match
officials and claim the fees from the League Treasurer.
13. The Management Committee may select players to play in League Representative
games, and shall have first claim on the services of the players chosen
on the dates of those games.
14. The Management Committee is empowered to call upon any Member Club
for the use of their ground, subject to the payment of all reasonable
expenses.
15. Unless otherwise notified by the Management Committee the following
shall be the times of kick-off
In August, September, October, March, April, May – 3.00pm.
In November, January, February – 2.30pm
In December – 2.00pm
In all cases, cup-ties shall kick-off 30 minutes before the appointed
kick-off time
EXCEPT December. Youth Sections matches to be played on Sundays kick
off
times are as follows: 11.00 or 14.O0hrs as confirmed by the Club prior
to the start of the season
16. The entrance fees for the knock-out competitions shall
be as follows:
Jubilee Trophy - £11.00
Guardian Cup - £12.00
Youth Cup - £ 9.00
All Other Cups - £10.00
17. The season shall start on Saturday 19th August 2006 and shall end
on 31st May 2007.
18. Registrations -
(a) It shall be the responsibility of each Club (unless otherwise authorised)
to ensure that at least 10 days prior to the start of the season (S.O.No.
17 refers) that they have sufficient players (Minimum of 11) registered
with League to fulfil the Clubs scheduled fixture(s)
(b) - It shall be the responsibility of each Club to ensure that no player
partakes in any League or Cup games prior to the Club receiving the players
registration receipt or the club having confirmed with the league Registration
Secretary that the player/players are registered with the League. Failure
to comply with either section of this SO, could leave the Club liable
to disciplinary action.
19. It shall be the responsibility of each Club to ensure
that it has an adequate supply of the League’s pre-printed literature.
20. Each Club shall donate £1 per open age team to the Benevolent
Fund.
21. A fee of £5 will be charged for each player transfer approved
by the Management Committee to be paid with application.
22. In semi-final ties and finals of Cup Competitions both competing teams
shall provide a match ball which shall be presented to the Referee, 15
minutes before kick-off time.
23. A fee of £1.50 will be charged for each player registered with
the League, this fee registers the player in the Benevolent Fund with
benefits as described in Benevolent Fund Rule No.7. There shall be no
charge for Youth and Minor Sections players. (No Benefit).
24. Additional minutes of meetings will be sent to Clubs by post on request,
and charged accordingly.
25. All clubs entering (or having to enter) their County FA’s Cup
Competitions must advise the Fixture Secretary on or before the 31/07/06
26. Results of all Saturdays and Sundays games including
cup ties must be telephoned by the home teams to the appointed League
Officer (as advised in the Management Committee minutes) before 5.45pm.
on the day of the
matches. For night games results must be phoned to the appointed officer
by 21.30 hrs on the day of the match.
Failure to comply will leave the club/s liable to disciplinary action.
In all Semi-Finals the team drawn at home shall RING THE RESULT OF THE
GAME
TO THE FIXTURE SECRETARY BEFORE 17.30hrs.
27. Committee procedure - All propositions in Council or
Management
Committee must have a seconder.
28. NON-FULFILMENT OF FIXTURE
If, for whatever reason a Club is unable to fulfil a fixture as scheduled,
the Club may be liable to the following disciplinary action:
(a) A Fine not exceeding:-
Prior to day of the match Day of the match
Premier Division £30 £50
First Teams £25 £40
Reserve Teams £20 £30
Youth Divisions £10 £20
(b) Both clubs involved in a Non fulfilment of a fixture must ensure the
fixture and Referees Appointment Secretaries are advised at once and the
offending Club/s must advise the League Secretary (in writing) within
three days of the scheduled game the reason for the non-fulfilment. Failure
to comply could leave the Club Liable to disciplinary action.
NOTE: If the referee attends the ground then the offending Club will be
liable to pay his full match fee (which MUST be paid by the Home Team
and subsequently claimed from their opponents via the League Treasurer).
(c) The non-offending team may be awarded the points, if, in the Committee’s
opinion, the non fulfilment of the fixture was not justified.
29. All teams must play in numbered shirts.
30. It shall be the responsibility of the home club to confirm with the
referee and his assistants (If appointment is known) at least FIVE DAYS
prior to the game.
(1) The match details
(2) Directions to the ground
(3) Kick off time
(4) During adverse weather conditions arrangements for an early inspection.
Failure to comply with this Standing Order will leave the club/s liable
for disciplinary action.
31 It shall be the responsibility of the Club Chairman & Secretary
to ensure that no material is included on the Clubs ‘website’
that could be considered derogatory, abusive or likely to cause offence.
The D.C. will examine any such possible transactions top consider if the
League has been “brought into disrepute.” Any Club considered
to have done so will be summoned to appear before the D.C. to answer the
charge. All Clubs must register (on the form provided by the League) their
“website” with the League Secretary.
32. All Premier Division teams must when playing at home have their pitches
completely roped or fenced off at an appropriate distance from the playing
area. The roping or fencing should be adequately erected to ensure spectators
are not able to encroach onto the pitch and should at least be the full
length of both touchlines, and must not allow more than two non-playing
persons to be inside the fenced or roped off area. Substitutes and Substituted
players are classed as non-playing persons.
33. DISCIPLINE CODE: League Rule 8 (h) (iii) refers.
(a) ABUSE BY A PLAYER OF ANY KIND TOWARDS A MATCH OFFICIAL
Any player reported to & subsequently found guilty by the County F.A
of abuse towards a Match Official shall have his registration with this
League suspended with immediate effect and forat least 3tdays after completetion
of his county F.A. suspension.
(b) FURTHER ABUSE BY A PLAYER OF ANY KIND TOWARDS A MATCH OFFICIAL.
If any player is again reported (within twelve months of the date of this
previous offence) to and subsequently found guilty by the country F.A.
of further abuse towards a Match Official he will have his registration
with this Legue suspended with immediate effect & for at least 84
day5 after competion of his Country F.A. suspension.
At the end of the period he will also be summoned to appear before the
D.C. to give any reasons why his registration should be restored and in
addition he will
be “ISSUED WITH A FINAL WARNING”
In addition the Club will also be summoned to appear before the D.C. and
asked what action they have or intend to take to eliminate this unacceptable
behaviour form their players and WT.F.C. The Club will be summoned to
appear before the D.C. on the second occasion een if it involves a diffrent
player.
Notes:
(I) Failure to appear before the D.C. will leave the players registration
suspension continuing
(ii) The months of June, July & August will not count against the
suspended registration.
(c) CONTINUED ABUSE BY A PLAYER OF ANY KIND TOWARDS A MATCH OFFICIAL If
any player is again ( FOR THE THIRD TIME) reported (within two years of
the date of his first offence and subsequently found quilty by the County
F.A. of furthur abuse towards a Match Offical he will have his registration
with his League suspended with immediate effect which will not be reviewed
for at least two years.
THE CLUB WILL BE SUMMONED TO APPEAR BEFORE THE D.C. & ISSUED WITH
A
FINAL WARNING THAT IF ANY FURTHER PLAYER IS SUSPENDED FOR ABUSE TO A
REFEREE THE D.C. WILL CONSIDER IF THAT CLUBS FIXTURE SHOULD BE
SUSPENDED & LEAGUE.
RULE 17(a) BE INVOKED.
(d) ABUSE BY A CLUB OFFICIAL OF ANY KIND TOWARDS A MATCH
OFFICIAL.
If any Club Official is reported & subsequently found quilty by the
county F.A. of abuse towards a Match Official he will be summoned to appear
before the D.C. and given the opportunity to 9 any reasons as why further
disciplinary action sohuld not be taken against him.
e) FURTHER ABUSE BY A CLUB OFFICIAL OF ANY KIND TOWARDS A MATCH OFFICIAL
if any Club Officail is AGAIN reportd (within twelve months of his previous
offence) & subsequently found guilty by the County FA. of abuse towards
a Match Official he will be summoned along with his Club Chairman &secretary
to appear before the D.C. & be given the opportunity to give any reason
as to why his Club should not be instructed to dispense with his services.
If the Club Official fails to appear before the D.C. the Club will be
instructed to suspend his involvement with the club until he appears.
IF THE CLUB FALL TO CARRY OUT THESE INSTRUCTIONS THEIR FIXTURES WILL BE
SUSPENDED AND LEAGUE RULE 17 (a) WILL BE INVOKED.
If the Club Official and or the club fail to attend any of the above D.C.
Meetings. The Club could be liable to having their fixtures suspended.
(f) If any player or Club Official, who whilst taking part in a match
organised or sanctioned by this League, on two occasions during any twelve
month period is dismissed from the field of play (except for abuse to
Match Officials” which will be dealt with using paragraphs (a) (b)
(c) and (d) above) and subsequently suspended by the County FA shall be
summoned a appear before the Leagues Disciplinary Committee.
(g) If during the same twelve month period the player receives a further
suspension shall (except for abuse to Match Officials” which will
be dealt with using paragraphs (a) (b) (c) & (d) above) at the completion
of his County suspension shall be summoned to appear before the Leagues
Disciplinary Committee to give any reasons why his registration with this
League should not be cancelled by the D.C.
Failure to appear before the D.C. will leave the players registration
with this League being suspended until he appears.
(h) Any Club whose players reach 100 points (days) during a season will
be summoned to appear before the D.C. and warned as to their players future
conduct.
At this interview the Club will be asked what actions they have or intend
to do to improve their players unacceptable disciplinary record &
warned that should they incur a further number of points** before a given
time**. They will again summoned to appear before the D.C. when more serious
action could be considered.
**These factors would be decided at each interview with no actual limits.
Cubs with more than one team would be dealt with on the following scale.
Two teams 175 points, three teams 250 points & four teams 335 points.
(i) Any Club or Member of a Club who, in the opinion of the Disciplinary
Committee, has brought this League into Disrepute will be summoned to
appear before the Disciplinary Committee and dealt will be summoned to
with League Rules 5d and 17.
PROCEDURE FOR THE DECIDING OF GAMES BY THE TAKING OF PENALTIES
“When a team finishes the match with a greater number of players
than their opponents, they shall reduce their numbers to equate with that
of their opponents and inform the referee the name and number of each
player excluded. The team captain has this responsibility, before the
start of the kicks from the penalty mark, the referee shall ensure that
only an equal number of players from each team remain within the centre
circle and they shall take the kicks.”
(a) The Referee shall choose the goal at which all the kicks shall be
taken.
(b) The referee tosses a coin and the team whose Captain wins the toss
decides whether to take the first or second kick.
(c) Subject to the terms of paragraphs (*) both teams shall take five
kicks. The kicks shall be taken alternatively.
* If, before both teams have taken five kicks, one team has scored the
more goals than the other could, even if it were to complete its five
kicks, the taking of kicks shall cease.
* If both teams have taken five kicks, both teams have scored the same
number of goals, or have not scored any goals, the taking of kicks shall
continue, in the same order, until such time as both have taken an equal
number of kicks (not necessarily five more kicks), and one team has scored
a goal more than the other).
(d) The team which scored the greater number of goals, whether the number
of kicks taken in accordance with the terms of the foregoing paragraphs
shall qualify for the next for the next round of the Competition, or shall
be declared winner of the Competition as the case may be.
(e) With the exception referred to in the following paragraph, only the
players who are on the field of play at the end of the match, which shall
mean at the end of extra time, in so far as a match in which extra time
is authorised is concerned, and any who having left the field temporarily
with or without the Referee’s permission are not on the field of
play at that time, shall take part in the taking of the kicks.
Provided that his team has not already made use of the maximum number
of substitutes permitted by the rules of the competition under which the
match was played, a goalkeeper who sustains an injury. During the taking
of the kicks and who, because of the injury, is unable to continue as
goalkeeper, may be replaced by a substitute.
(f) Each kick shall be taken by a different player, and not until all
eligible players of any team, including the goalkeeper or the named substitute
by whom he was replaced in terms of the previous paragraph as the case
may be, have each taken a kick, may a player of the sane team take a second
kick.
(g) Subject to the terms of a paragraph (e) any player who is eligible
may change places with his goalkeeper at any time during the taking of
the kicks.
(h) Other than the player taking the kick from the penalty mark, and the
opposing goalkeeper, and all other players shall remain on the field,
outside the penalty area and at least 10 yards from the penalty spot.
(i) Unless stated to the contrary in the foregoing paragraphs (a) to (h),
the Laws of the Game, and the International Board Decisions relating thereto,
shall, in so far as they can, apply to the taking of kicks.
(j) In the event of the light failing before the end of the taking of
kicks from the penalty mark, the result shall be decided by the toss of
a coin carried out by the Referee.
GUIDE LINES FOR CONFIRMATION OF SATURDAY FIXTURES
(First issued March 1982 and re-issued annually)
* The HOME CLUB shall before Tuesday contact their opponents
regarding the game for the following Saturday.
* Any AWAY TEAM not having had any confirmation by such time may contact
the League Secretary or other League Officers before 900p.m. on the Tuesday
evening. The matter will then be considered as a late confirmation by
the Management Committee at their meeting on the following evening (Wednesday).
* Failure by the AWAY TEAM to advise the League as suggested may leave
both Clubs liable should the game not take place as arranged.
* The following must be arranged at confirmation time:
(1) Date of match (2) Kick off time
(3) Colours (4) Venue and changing rooms
(5) A telephone number where visiting teams can be contacted immediately
prior to leaving on the Saturday, i.e. a team arranging to commence travel
at 1.00pm. should have someone standing by a telephone from 12.30pm. to
12.45pm.
(6) Warning by the Away Team if there is a possibility of the ground not
being available; if this is the case early contact should also be made
with the Referee (See Guide Lines for ACTION regarding unfit or suspect
grounds).
* It is the Home Teams responsibility to ensure their ground is fit for
play (private or otherwise) bearing in mind the departure of their opponents.
* Many teams have travelled only to find that their games cancelled. Home
Clubs have left opponents and Referees unattended at their grounds knowing
that their game has been called off. This kind of thing will not be accepted,
hence as and from this date the Management Committee will thoroughly investigate
such happenings and take the appropriate action.
* Your attention is drawn in particular to LEAGUE RULE 10 (b, c, d, e,
g).
ACTION REGARDING UNFIT OR SUSPECT GROUNDS
(1) It is the responsibility of the Home Team to ensure their ground (private
or otherwise) is fit for play.
(2) Consideration must be given to the travel arrangements of the Away
Team as agreed at confirmation time.
(3) Referees must also be considered and if there is any doubt about the
ground being fit to play the match the Referee must be advised as soon
as possible and arrangements made with him.
(a) an early inspection.
(b) a late contact point just prior to him travelling.
(4) Having found it necessary to have the ground inspected Clubs MUST:
(a) Advise the match referee and invite him to inspect the ground.
(b) Should the match referee agree that another local referee may inspect
the ground, the Club MUST call in a referee on the
Warrington & District League Referees’ panel, who must not be
associated in any way with the home club.
(5) If a referee says the ground is unfit - his signature should be obtained
on a team sheet confirming the same.
(6) Referees who carry out these duties are entitled to expenses.
(7) If for any reason a Home Club finds out too late to stop opponents
or Referee from travelling it is essential that Members/Officials of the
Home Team are at the ground to meet them. If circumstances such as this
do happen a full written explanation must be sent by both Home and Away
Clubs to the League Secretary.
