WARRINGTON & DISTRICT FOOTBALL LEAGUE STANDING ORDERS FOR
SEASON 2010/11 3. Any delegate wishing to address the meeting shall stand and begin to speak only when requested to do so by the Chairman of that meeting. 4. The Council shall have the power to elect at the Annual General Meeting or Special General Meeting convened for that purpose Vice Life Presidents and Life Members of the league. Life Vice-presidents must have served as an Officer of the League for not less than 10 years, and Life Members must have completed 21 years service with the League. 5. Management Committee members shall be eligible for a Long Service Award upon completing 10, 15 and 21 year’s service upon the Committee. 6. Each Member Club shall be liable for the cost of two tickets for
the Annual Presentation Evening. Any in addition to the allocation must
be paid for before the tickets are issued. 7. Each Member Club shall be liable for the cost of not less than three copies per team of the Annual Club’s Directory and Fixture Lists. The cost of the Club Directory and the League Rules Book shall be shall be fixed by the Management Committee from time to time
9. The financial year end of the League shall be 30th April each year. 10. League Meetings shall be arranged at the discretion of the Management
Committee. 12. The home club shall pay the referees as follows: In all semi-finals the team drawn at home shall pay ALL the match officials and claim the fees from the League Treasurer 14. The Management Committee is empowered to call upon any Member Club for the use of their ground, subject to the payment of all reasonable expenses. 15. Unless otherwise notified by the Management Committee the following
shall be the times of kick-off: In all cases, cup-ties shall kick-off 30 minutes before the appointed
kick-off time EXCEPT December. 17. The season shall start on Saturday 14th August 2010 and shall end on 31st May 2011. 18. Registrations - (a) It shall be the responsibility of each Club
(unless otherwise authorised) to ensure that at least 10 days prior
to the start of the season (S.O.No. 17 refers) that they have sufficient
players (Minimum of 11) per team registered with the league to fulfil
the Clubs scheduled fixture(s) 21. A fee of £5 will be charged for each player transfer approved
by the Management Committee to be paid with application. 23. A fee of £2.00 will be charged for each player registered with the League; this fee registers the player in the Benevolent Fund with benefits as described in Benevolent Fund Rule No.7. 25. All clubs entering (or having to enter) their County F.A’s
Cup Competitions must advise the Fixture Secretary on or before the
31/7/09. All county cup competitions results should be called into the
PRO officer as per league rules for reporting results. 28. NON-FULFILMENT OF FIXTURE A Club incurring three (3) non-fulfilments of fixtures will be summoned to appear before the Discipline Committee. (b) Both clubs involved in a non fulfilment of a fixture must ensure the fixture and referees Appointment Secretaries and advise at once and the offending Club/s must advise the League Secretary (in writing) within three days of the scheduled game the reasons for the non fulfilment. Failure to comply could leave the Club liable to disciplinary action. NOTE: Each None fulfilment will be dealt with on its own merit. (C) The non offending team may be awarded points, if, in the committee’s opinion, the non fulfilment of fixture was not justified. 29. All teams must play in numbered shirts. 30. It shall be the responsibility of the home club to confirm with
the referee and his assistants (If appointment is known) at least FIVE
DAYS prior to the game. S.O. No. 31 32. All Premier Division teams must when playing at home have their pitches completely roped or fenced off at an appropriate distance from the playing area. The roping or fencing should be adequately erected to ensure spectators are not able to encroach onto the pitch and should at least be the full length of both touchlines, and must not allow more than two non-playing persons to be inside the fenced or roped off area. Substitutes and Substituted players are classed as non-playing persons.
The League to operate a disciplinary code to ensure clubs and players maintain an acceptable standard of behaviour on the field. Accordingly the following points system is observed:- A player receiving a caution 2 points COUNTY .F.A. SUSPENSION FROM A GAME(S) IN THE LEAGUE Suspension of 14 days or less 5 points Any player accumulating 15 points over a season will receive a written warning as to future conduct. Any player accumulating 20 points during a season will receive a final written warning Any player accumulating 25 points may have his registration withheld within the League. If so review will be at the discretion of the Management Committee. If a player receives a total of 113 days or more suspension from football in a rolling 24 month period the League will not hesitate in requesting the removal of that player by the County Football Association from participation in the League. A Team accumulating 50 points will receive a written warning. 34 ANNUAL FEES AND INCIDENTALS PROCEDURE FOR THE DECIDING OF GAMES BY THE TAKING OF PENALTIES “When a team finishes the match with a greater number of players than their opponents, they shall reduce their numbers to equate with that of their opponents and inform the referee the name and number of each player excluded. The team captain has this responsibility. Before the start of the kicks from the penalty mark, the referee shall ensure that only an equal number of players from each team remain within the centre circle and they shall take the kicks.” (a) The Referee shall choose the goal at which all the kicks shall be taken. (b) The referee tosses a coin and the team whose Captain wins the toss decides whether to take the first or second kick. (c) Subject to the terms of paragraphs (*) both teams shall take five
kicks. The kicks shall be taken alternatively. * If both teams have taken five kicks, both teams have scored the same number of goals, or have not scored any goals, the taking of kicks shall continue, in the same order, until such time as both have taken an equal number of kicks (not necessarily five more kicks), and one team has scored a goal more than the other). (d) The team which scored the greater number of goals, whether the number of kicks taken in accordance with the terms of the foregoing paragraphs shall qualify for the next for the next round of the Competition, or shall be declared winner of the Competition as the case may be. (e) With the exception referred to in the following paragraph, only
the players who are on the field of play at the end of the match, which
shall mean at the end of extra time, in so far as a match in which extra
time is authorised is concerned, and any who having left the field temporarily
with or without the Referee’s permission are not on the field
of play at that time, shall take part in the taking of the kicks. (f) Each kick shall be taken by a different player, and not until all eligible players of any team, including the goalkeeper or the named substitute by whom he was replaced in terms of the previous paragraph as the case may be, have each taken a kick, may a player of the sane team take a second kick. (g) Subject to the terms of a paragraph (e) any player who is eligible may change places with his goalkeeper at any time during the taking of the kicks. (h) Other than the player taking the kick from the penalty mark, and the opposing goalkeeper, and all other players shall remain on the field, outside the penalty area and at least 10 yards from the penalty spot. (i) Unless stated to the contrary in the foregoing paragraphs (a) to (h), the Laws of the Game, and the International Board Decisions relating thereto, shall, in so far as they can, apply to the taking of kicks. (j) In the event of the light failing before the end of the taking of kicks from the penalty mark, the result shall be decided by the toss of a coin carried out by the Referee. GUIDE LINES FOR CONFIRMATION OF SATURDAY FIXTURES * The HOME CLUB shall before Tuesday contact their opponents regarding the game for the following Saturday. *At the time of confirmation and wherever possible and especially during inclement weather arrangements “MUST” be made to reverse the fixture. * Any AWAY TEAM not having had any confirmation by such time may contact
the League Secretary or other League Officers before 9.00p.m. On the
Tuesday evening. The matter will then be considered as a late confirmation
by the Management Committee at their Next Management Meeting * The following must be arranged at confirmation time:- * It is the Home Teams responsibility to ensure their ground is fit for play (Private or otherwise) bearing in mind the departure of their opponents. * Many teams have travelled only to find that their games cancelled.
* Your attention is drawn in particular to LEAGUE RULE 10 (b, c, d, e, g).
(1) It is the responsibility of the Home Team to ensure their ground
(private or otherwise) is fit for play. Clubs MUST: (6) Referees who carry out these duties are entitled to expenses. (7) If for any reason a Home Club finds out too late to stop opponents or Referee from travelling it is essential that Members/Officials of the Home Team are at the ground to meet them. If circumstances such as this do happen a full written explanation must be sent by both Home and Away Clubs to the League Secretary. |
